Bùi Hòa An, deputy director of the Department of Transport of Ho Chi Minh City, said that Ho Chi Minh City needs VND 970.654 trillion to invest in transportation infrastructure in the period 2020-2030. However, the actual budget allocated to invest in transportation infrastructure in the period 2021-2026 only meets 24.6% of the need
In response to this reality, the Department of Transport of Ho Chi Minh City has developed a "Proposal for the collection of fees for the use of infrastructure facilities, service works, and public utilities in the port area of Ho Chi Minh City" and is seeking opinions from associations and businesses.
The proposal suggests that the city will collect port fees in two phases.
Phase 1 (the first five months of 2021) will collect fees at Cat Lai Port. This time will be used to evaluate, learn from experience, and improve the collection process.
Phase 2 will begin collecting fees at all ports from June 2021. The proposed fees are VND 250,000 for a 20-foot container, VND 500,000 for a 40-foot container, and VND 16,000 per ton for liquid and bulk cargo.
The proposal is expected to be submitted to the Ho Chi Minh City People's Council at the December session of the People's Council. If approved, the collection of fees will begin in the second quarter of 2021.
